The Department of Prohibition and Excise (erstwhile the Department of Excise and Prohibition) is one of the oldest department of the State. Vide official Gazette Notification No. 3893 dated 21.12.2015 the Government of Bihar introduced New Excise Policy within the State of Bihar. In order to curb the menace of alcoholism and vices related to it, the said notification provided for prohibition of country liquor within the State of Bihar from 01.04.2016. Accordingly in order to achieve the desired objectives of Prohibition, The Bihar Excise Act ,1915 was amended and Bihar Excise (Amendment) Act, 2016 was promulgated from 01.04.2016. Vide official Gazette Notification No. 1485 dated 05.04.2016 Complete Prohibition was declared within the State of Bihar. Consequently Bihar Prohibition and Excise Act, 2016 was notified on 2nd of October 2016, the preamble of which provides thus: “To enforce, implement and promote complete Prohibition of liquor and intoxicants in the territory of the State of Bihar and for matters connected therewith or incidental thereto. Whereas it is expedient to provide for a uniform law relating to Prohibition and regulation of liquor and intoxicants, the levy of duties thereon and punishment for the violation of law in the State of Bihar.” Main role of this department is to enforce, implement, and promote Complete Prohibition in the State of Bihar.
