The Cooperative Department, Government of Bihar plays a vital role in strengthening the cooperative movement across the state by providing robust administrative, legal and institutional support. The Department is committed to promoting inclusive development and rural transformation with a strong focus on agriculture and allied sectors, storage infrastructure, digital accessibility and farm mechanization. Led by the Hon’ble Minister, Cooperative Department and guided by the Secretary, Cooperative Department, the Department functions under the statutory authority of the Registrar of Cooperative Societies, supported by a dedicated team of officers at state and district levels. Its core mandate includes the registration, regulation, and supervision of cooperative societies, implementation of state and centrally sponsored schemes and capacity building of institutions like Primary Agricultural Credit Societies (PACS), Dairy, Fisheries, Beekeeping and VEGFED. The Department also drives digitization, modernization and financial transparency to make cooperatives more efficient and people centric.
The Cooperative Department, Government of Bihar envisions a vibrant, community-driven cooperative movement that empowers rural communities through participation and shared ownership. Our goal is to strengthen grassroots economic frameworks by promoting inclusivity, transparency and modernization in the cooperative sector. We implement a range of initiatives to achieve this vision, including state-funded programs like Procurement, Bihar Rajya Fasal Sahayata Yojana, Mukhyamantri Harit Krishi Sanyantra Yojana and the Godown Construction Scheme, aimed at agricultural empowerment and rural infrastructure development. To enhance efficiency and transparency, we have introduced computerization of PACS, along with diversification of services such as Common Service Centres, Pradhan Mantri Jan Aushadhi Kendras, Pradhan Mantri Krishak Samriddhi Kendras and Farmer Producer Organizations (FPOs). Additionally, Micro-ATMs are being deployed through M-PACS and M-DCS to ensure doorstep delivery of credit facilities. Guided by the principle of “Cooperation to Prosperity,” we strive to build a modern, inclusive and sustainable cooperative ecosystem for Bihar.
